Can the flash take down superman?
The answer to the question is...YES!
Not just a YES but a big fat juicy yes.

Barry Allen who's mom was killed by the reverse at a tender age and father accused of murder, became a forensic scientist and a faithful night was struck by lightning that was generated from the particle accelerator and knocked into coma for 9months only to wake and discover his connection to the speed force.
Knowing that fact, we'll talk about all of flash's abilities.
1:speed: flash has the ability to run faster than an average human and thanks to his connection to the speed force can break his limits and go faster if he wanted to( in other words, I don't believe flash's speed has a known limit) and thanks to the speed force he is a formidable character that is faster than superman which can be an added advantage to the flash in battle
2: ability to phase through solid objects: vibrating so hard that his molecules would be in an excited state allowing him to phase through object. Such ability can be added as a combat advantage as it would be impossible for superman to land a reasonable punch against the flash which is a disadvantage in Superman's side.
3:time travel: I'm comics and tv shows, the flash have proven that he can time travel, although in the tv show he ended up creating a massive worm hole which almost destroyed earth but Rodney came to the rescue and saved earth in exchange for his life. If flash doesn't travel back in time and prevent superman from entering the Kent's family, or killing him when he was a baby, I don't see how he can use that as a weapon in battle.(although he could trap superman in the speed force forever)
4:the reverse flash technique: in the tv show, flash used the reverse flash technique to defeat gorilla grodd. The reverse flash technique is one of the most coolest and deadliest weapon in the arsenal of a speedster if used right. Flash could vibrate his hands through Superman's heart and pull out his heart, and boom!! Supes is dead. But flash is not a killer, so even if they were to fight, we won't be seeing that.
5:the super mass punch: aaah, here comes the big gun. As powerful as the super mass punch, is it powerful enough to defeat the solid man of steal? The answer is quite simple...YES!! Yes it can. In the comics, the flash took down superman with a single mass punch, broke through green lanterns ring illusion, knocked out wonder woman, but yet, the flash in his infinite mercy teased that he could land up to a billion mass punches in a second. As crazy as that, a single mass punch is powerful enough to the extent that it's impact can disintegrate an opponent if they aren't as solid as superman. But yes, if a single mass punch can knock superman out, a thousand should be enough to knock him out of commission forever (I mean death)
Now, for addition sake, here is an extra ability that most of you don't know the flash has and that's the ability to steal the kinetic energy of an opponent making them as still as a statue even when time is running in normal rate thereby rendering an opponent lifeless. But I don't think we would ever see that in movies or tv shows cuz that extra ability makes flash an OP character
Flash also has the ability to creat an air vortex around an opponent thereby sucking oxygen making the opponent suffocate to coma or to death.
The reverse flash is a character who doesn't hold back, so he's the one with the highest Chance of pulling these stunts against an opponent.
Flash's abilities makes him the winner in this battle against superman and there's no doubt about that.
